Problems with defragmenting

I've been having this problem for some time, and to be honest, I'm not 100% sure I'm running XP...but Windows 98, I know for sure. I run scan disk and everything checks out fine. Then I try to defragment. My computer will count up to about 2-4%, but will go no higher. It will bounce back down to 1, count up to about 4%, and then start all over again. It did this for several hours before I finally gave up! Can someone please help? I haven't been able to deframent for quite some time now, and I am having trouble running some programs because of this. Thanks for any assistance you can provide.
 
You need to know whether you are running Windows XP or Windows 98. The way you phrase your post suggests Windows 98. If this is so then the following applies.

Run Disk Defragmenter in Safe Mode.

To start Windows in safe mode Click Start, and then click Shut down. Click
Restart, click OK, and then press and hold the CTRL key until the Microsoft Windows 98 Start-up Menu appears. For some machines, you can use F8 instead of CTRL to bring up the Microsoft Windows 98 Start-up Menu. Enter the number
for Safe mode, and then press ENTER.

Real technophile - huh? You are running Windows 98. Just allow the defragger
to continue. It may take many hours as it will restart from the beginning
each time the hard drive is accessed.
