Problems with a new motherboard - isapnp.sys

I'm having problems with a particular new motherboard I've been given to
work with. It's a via chipset thing, I don't know if that's particularly
relevant.
I'm fairly sure I'm not missing any components (at least not any
software ones) as I'm currently trying to use a hand-made version of the
XPPro emulation build (as XPeFiles is down) with all the software
components in, and my PMQ imported.
I have several problems in target designer, the main one being that
whenever I try to include the Standard PCI to ISA Bridge (which includes
the isapnp.sys) the unit goes through FBA but will not boot. Black
screen, can't ping it, the fans are on but nobody's home.
If I disable the isapnp.sys file, the unit boots, but obviously the
Standard PCI to ISA Bridge is listed as not working in device manager.
That's not the only one with a problem - there are also issues on the
USB and serial ports. Everything works just fine under XPPro.
Any clues?

Oh yes, forgot to say - there's a number of differences between the
FBAlogs on a system put through FBA with isapnp present and one without it.
This appears in the FBAlog only if the isapnp is included:

Hey Heidi. VIA actually componentizes their drivers, look for the XPe & XPe-SP2 link here:

Please check for any drivers they have related to your HW just in case.

Andy, you're a diamond. The people who supplied this thing insisted (as
usual) that the drivers they supplied on the CD are the right thing,
but, (also as usual) it seems that this isn't the case. The only thing
not working now is one thing on the USB, I'm sure I can fix that fairly
easily.
