Problems trying to see NetCam picture

I have a curious problem dealing with a particulat NewCam image. I used to be
able to look at our church's web cam (showing the activity on our new
building) when I had 'dial up' internet service. Now I am having great
difficulty in
viewing the NetCam image since upgrading to DSL. Verizon DSL help
says it has nothing to do with their end. Can anyone suggest what I must
do to enable viewing this particular NeTCam image: http:/70.88.148.249?
It must be some setup issue within my XP configuration - but to date I
can get no help on this. Any advice would be appreciated.

Is your computer directly connected to the DSL modem or to a router? If a
router, you need to configure it to forward the port used by the camera to
your computer.

I am directly connect to the DSL modem (Westell Model 6100). Sometimes
I can get the picture, but most times I simply 'hang'. I don't have
a router on my end.
 
The computer hangs completely or you mean the video view hangs? Since the
problem is intermittent, I'm not certain that it is a port forwarding issue,
but that may be a factor. The Westell Model 6100 has a router function
built in. I'm not sufficiently familiar with that particular model to
advise in detail re. firewall and port forwarding configuration. I believe
you access the configuration in a web browser to http://192.168.1.1 and
login as username: admin / password: password to access the setup.
Check the manual for the Web cam re. what port it uses.
