Problems running a program after install

I have just installed a program. I rebooted Vista Beta 2 and selected the
program. I noticed that the first thing it does is load a registry file
"versions.reg". It is unable to do this. I tried to read the file with
regedt32 to see whether I could manually populate the registry entries. Is
there a compatibility problems with executing .reg files?
 
I fixed this problem - by changing the properties of the file to include "run
as administrator".

Curious to know what is going on when I don't allow this setting (I get a
pop-up that asks whether I want to run this application). But atleast it
runs :-)

Any thoughts comments would be welcomed!

1) I strongly urge you to search UAC as a subject and posts by Jimmy Brush
and scroll a lot of the messages on this group because many people have done
some great explanations as to how the new User Account scheme is working.

Saying it short and over-simplistically, MSFT is trying to give users the
tools to take charge of protecting their computer and urging them in a
unified philosophical stand to run as less than administrator. Even the
administrator account is no longer running as a full blown administrator in
Vista.

2) I just as strongly urge you to go to the UAC team blog, because they have
gone out of their way to explain the ins and outs of this new scheme you're
runing into. Members of the UAC team and their collegues on other MSFT
teams have done explanations and tips complete with screenshots on this blog
extensively for the past few months.

I'm going to provide you with the approrpriate links--and also urge you to
go to the Technet site and read its articles on User Accounts.
