problems logging onto websites

my problem has a few different layers:

first, i am able to browse using internet explorer, but i am not able to
type in any box on any website (ie; i can type in an address in the address
bar and go from site to site, but i can't log into my email, etc.).

i tried dumping my browser cache, rebooting, defragging, even ran a system
scan, but nothing helped. i tried to run a system scan in norton, but kept
getting an "internal error" message and was unable to scan for viruses. i've
tried uninstalling norton to see if that would affect my explorer problem,
but nothing has changed. i also tried to use outlook express to contact this
newsgroup, but was unable to open the application. i'm at a complete loss!
are these problems interrelated? is there any way of correcting this without
reinstalling windows 2000? any advice would be greatly appreciated!
