Problems installing hardware?

Just installed xp sp1, if i go into control panel, click Add hardware, it
says "You can only install one device at a time. Another device installation
is underway, when its finished you can try this wizard again.."
but nothing else is running, it seems to be lagging a fair bit too, say i do
something, it seems to take years..

It seems to be lagging loads too!!!!
i dont know whats up with it, no cds are booting, i tried to do system
restore and it just hangs :(
