problems - IE6 and blocking web access

I am haveing the following problem.
I have a computer which i would like to block ALL web access but allow
IE access to the internal network because they are useing a internal
IE browser based program. I have tried several "blocking programs"
which use the DNS to filter out and block access but unfortunately
they do not have a method of defineing any single DNS or IP addresses
as "safe".
Anyone know of any program where you can block all web addy's with the
exclusions of 192.168.x.x and also http://browser based program
thus allowing them to completely restrict the internet without
trashing IE's ability to see a http: internal addy.
