problems creating a new tree in an existing forest

I am trying to create a new tree in an existing forest
and everytime I try to install AD on the new server I get
an error. I get this error at the same spot everytime i
try it, on different computers, using different scenarios.
This leads me to believe that the issue resides on my DC
in the first tree of the forest, i.e the global catalog
server.

I found article 315850 in the knowledge base and tried
everything it recommends to no avail. All of the settings
were allready correct in the server.

I might try switching the role of the operations master
and global catalog server to another DC and try that, but
I would prefer to solve the problem.

The error occurs after the wizard begins configuring the
AD. It occurs at this point, always:

Replicating CN=Configuration,DC=skiliberty,DC=com:
recieved 1344 out of 1735 objects.

Here is what the error says exactly:

The operation failed because:

The Directory Service failed to create the object
CN=SKIWHITETAIL,CN=Partitions,CN=Configuration,
DC=skiliberty,DC=com. Please check the event log for
possible system errors.

"The role owner attribute could not be read."


Oh yeah, no errors in the system log.

Any ideas?
 
You can examine dcpromo.log located in %systemroot%\system32\debug folder to
get more info. Maybe run dcdiag /v on your DC to see if your AD is ok.

I tried to run dcdiag on my DC that currently exists, my
global catalog server and it errors out.

I get this:
The procedure entry DsIsMangledDnW could not be located
in the dynamic link libary.

Does this sound real? I just uninstalled SP4, so I am
reinstalling SP3.
