I create a document in Word 2000, saved as html, imported to FP 2000.
All the pictures are missing and when I try to edit the html in FP, it
launches me into Word.

How can I turn this into a true html document with pictures?

Don't use Word. Word is a word processing software - not meant to create
HTML. It will create very bloated code and the images that you add, etc will
not show up in all browsers.

Create your HTML page in Frontpage, it will create (better) HTML code for you.

Easiest way to strip out Word formatting: Copy Word text & paste it into
Notepad; then copy it from Notepad & paste it iinto FrontPage. You'll have to
re-format it in FP, but at least you won't have to re-type it.
For photos in Word, import the photo files (jpg) into FrontPage if you still
have the originals. Good luck.

Try the method in http://sbrenjoy.bizland.com/frontpage/word.htm
