The Security Console was designed to allow you to apply per user restrictions, on a stand alone machine, where Group Policies become machine wide. It is based on the same settings as GPEDIT, and this is where you should be looking, in addition to other options.
1) Run GPEDIT.MSC and go to User Configuration, Administrative Templates, System. Do not run specified Windows applications. In this policy, define MSIMN.EXE as one of the disallowed applications.
2) Use folder permissions to remove Read access to the Program Files\Outlook Express folder. If you intend for any user to be able to send e-mail from these machines, then DO NOT use the DENY option. Simply remove the specific user or user group from the folder's permissions. They won't even be able to open the folder, much less run anything from it.

hello. and this and the information.
the XP_Securityconsole didnt resolve this problem. but
let me explane this a little better.
at this point. I am rolling out over 700 XP Professional
Installs. in 17 Computer Labs. each lab has one of 5
types of systems. so the roll out will be done with
Ghost.
I have a user account in 2 domain and on the local system
Domain1/rboone
Domain2/rboone
rboone on the local system
ok on the local system, I log in with my local account
and set the profile up. "getting software installed and
removing software that is not needed "outlook express
being one""
after I create my Local Profile. I then copy this profile
to the default profile using KB319774 How To: Create a
Custon Default User Profile
after creating this profile. I am able to log into the
system using the Domain1/rboone account and it has the
correct programs installed. and yes OUTLOOK Express is
not There
this is the same when I log into Domain2/rboone
the problem is when someone else logs in.
domain1/testuser or domain2/testuser
the testuser account recived a copy of the custom default
user profile "like it is suppost to get" but it also
get a icon for Outlook express.
what I am needing is a way to remove this Outlook Express
competelly. without having to manually remove it from
700 systems.
