Here's a simple fix you can try:
If you previously checked "In the future do not
show me this dialog box" when a dialog warned
about the possibility of reducing the quality of
your images, the following fix may restore your
option to rotate.
Open a picture in the Windows Picture And Fax
Viewer. Hold down the Ctrl key and left click the
X in the top right corner of the window.

Perhaps this will help... You said you were in "My Pictures" when you
said
no to the dialog. If that's the case, the trick about holding down CTRL
while clicking the X button to close, will not work with the My Pictures
folder. It does work with Windows Picture and Fax Viewer though and
will
reset warnings for My Pictures as well.
To fix, right-click a picture in your My Pictures folder and click
Preview.
Windows Picture and Fax Viewer should open. Hold down CTRL and click
the X
button in the upper right of the window. You should get a dialog that
says
warnings have been reset. Click OK.
Now go back to My Pictures and see if you can rotate.
Let us know how that goes,

If that did not restore your option to rotate...
Try this:
go to...Start / Run and type:
"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)
Click...OK.
A dialog box should report the following:
"DllRegisterServer in SHIMGVW.DLL succeeded"

possibility of lossy rotate.
If so change

dialog
back
Delete ShellImageViewWarnOnLossyRotate
