Problem with themes in XP

Hi,
I recently reformatted my computer and because I have the
upgrade version of XP, I have to install Windows 98 first
and then upgrade it to XP. Anyhow, upon installation, I
chose New INstallation, instead of Upgrade, and the
installation failed. So I reformatted again and chose
Upgrade this time. The upgrade worked perfectly except
for one thing. My taskbar, buttons etc are all set to
Classic Settings (i.e. they are small & grey and are not
blue). I know that you can go to DIsplay and change the
theme for the computer, but even if I choose the Windows
XP the buttons do not change.
I really want the XP theme! :)
IS this because I chose upgrade and not new installation?
And can I fix it?

Just for your info, you do not actually have to reinstall 98.
All you have to do is stick the CD in the drive when asked.

instruct you to replace it with the XP CD to continue XP setup; otherwise,
