Problem with shutting down windows XP Pro

OK here's the problem.. When I try to shut down the
computer goes through the regular shut down
procedures...screen goes blue and thats is..it hangs.
Left it on for 2 hrs one day to see if it would shut down.
I went through the offline help.
Tried uninstalling Norton, diabling sound and other non-
essential systems, checked the power options, etc.
The computer DOES however shut down in SafeMode.
The knowlage base doesn't have anything that really
applied to this...
Is it possible to check and see if anything is still
running that is causin the computer to hang? Like a
watch dog program that logs everything till shut down.
 
do the following systematicall

Try this first>>> Do a system restore, last known configuration previous to problem starting :IF NOT then do the following

1) Find out when exactly problem started ( as you may have installed software within that time
2) It will be one of the programs installed since it is shutting down in safemode so, go to run and run/type msconfi
eliminate one by one software that you know that was installed recently (working back

**note** you should be able to narrow down the possibilities which program is affecting the shutdown process
 
The problem with that is I just finieshed formatting the
hard drive..reinstalling XP and then installing
EVERYTHING else...so everything is "new" to the
system..although I've had it all on there before with out
any problem
