Problem with sending messages

I am very desappointed with the help on this forum. I am trying to get an answer for what could be a simple problem for those who holds the knowledge. I am using a modem Dialup with WIN XP. I can sucessfully send/receive on Outlook Express and I can receive but I cannot send email using Outlook 97. I already checked smtp and port with my IPS. Can anyone please tell what the Outlook 97 message means? Any suggestion to solve the problem?

No transport provider was available for delivery to this recipient

I just posted my senerio that you might be interested in. Don't know where to turn for help or a solution. Time is running out and so is the bosses patience..........
