Problem with "Send To" Command

When I add a shortcut in the "Send To" Folder (such as to
notepad or word), the shortcuts do not work. The existing
Mail and "Send to Desktop" shortcuts do work.

Any ideas how to fix this?
 
That's the shortcut that I'm using.

have c:\winnt\notepad.exe and the sendto shortcut works great
