My reply is at the bottom of your sent message:
Did you disable the ability to access IE's tools/options in gpedit.msc? (Or
another tweaking application perhaps?)

After installing xp and getting the system up and running with
most of my programs reinstalled, I was having a restriction problem, so
I called Microsoft and followed their instructions ( using snap-ins and
databases and such) which I should have written down but didn't. It
seemed to fix the problem I was having at the time. I was pretty good
with 98se but never ntfs or permissions and am trying to figure them out
by reading and looking mostly. My account is Admin account and I can
right-click on the desktop icon and go to properties with no problem.
It only says that when I open IE and try to do it. Strange! I think
that is the only strange behavior that I've noticed so far. I have not
changed much but could have by accident.
I looked in gpedit.msc and found the setting but it was not
configured so I disabled it and then changed it back to not configured.
This did the trick. Thanks so much for the help. I better not changed
anything until I get a much better understanding of permissions. I
really appreciate your help. Thanks so much!
