Problem with Remote Access Connection Manager Service

I am trying to install a modem on Windows XP. After modem
is installed, and I try to set up a dial-up connection, I
get Error 711: Can not load the Remote Access Connection
Manager Service. When I try and start the Remote Access
Auto Connection Managerservice manually, I get Error
1068: The dependency service or group failed to start. The
dependencies are: Remote Access Connection Manager,
Telphony, Plug and Play, and RPC, and all are running and
started. When I try to start the Remote Access Connection
Manager, I get Error 5: Access is denied. Can anyone help
me out? I am going crazy trying to fix this. Thanks in
advance for your help.
