Problem with plug and play and XP

I have big problem with reinstalling HP J6480 printer and have come to
the conclusion that plug and play is not working. My PC cannot
recognise the printer when I use the installation CD or when
using :add a printer". I have come to conclusion that plug and play is
not working. How do I reactivate it please.

Many printers require the following to re-install.
1. Disconnect printer from the computer.
2. Delete printer and driver. (assuming you have CD)
3. Load CD and install driver.
DO NOT CONNECT PRINTER TILL TOLD TO DO SO
How are you trying to install? What steps are you taking?

Yes I have the cd and have used it to uninstall and reinstall the
printer many times, only connecting the USB cable when told to do so
during the installation process.
But unfortunately when I do connect the cable the PC refuses to
recognise the printer. The same when I try and use the windows wizard
to install it using " add a printer",
 
Is the printer powered on when you connect it?
