Problem with pictures in Internet Explorer... red x

Whenever I try to load a site with Internet Explorer, none of the
pictures will load at all, but they still load in netscape. Even after
I reload the page a few times the pictures won't load, but if I right
click on the picture and click Show picture the image will appear. In
Tools/Internet/Options/Advanced/Multimedia, it is set to show pcitures
and animations etc. but it still doesn't work. Also the Encoding is
Western European
(Windows). And in Tools/Internet Options/Temporary Internet Files/
Settings, it is set to allow 13016MB for temporary internet files.
I've even closed my virus protection to see if that would make a
difference and nothing seems to work. I have IE 5.5 and windows ME.
it's a really annoying problem, and i'd really appreciate it if anyone
can help.
