Outlook Problem with Outlook 2003 & Microsoft Fax

When I print a fax to the shared fax from windows 2003 server I receive an error where the fax is not sent. The operator come onto the line and say I must first dial a 1 when dialing this number. Is there a way to fix the dialing rules or must I change how the fax numbers are typed into Outlook Contacts. I am not using Exchange. The fax service from Server2003 was installed onto my computer as a printer that I can fax to.
 
have a goosey at the modem properties, you should be able to set what you need to there.
 
I have tried this by adding dialing properties and still no success. I have read that teh number must be in international format. Are there any other solutions?
