problem with my new lcd screen from philips

ok my friend has got a problem ,
he has an lcd 19" philips 190s6 (8ms, 1280x1024 resolution 60
hz)
he had some old 14 " crt monitor ( really crap , so he bought
this lcd screen , or ok , he got it for free , but ok lets get to the
problem ,
when he is moving his mouse ,or just moves something , he gets this
effect , like you see the object still moving behind , like when your
moving your mouse really quickely (ok my english sucks here ) , but it
is really enoying its a little bit exagerated (and when he is playing
fifa 06 the players give this effect also ) ,

anyone knows what this problem could be ?

the problem is so enoying he must play two metre behind his screen so
you would see it less.

oh yeah , maybe the problem is his video card , an fx5200 128mb ,
maybe thats causing the problem or is it the screen ?

Control panel\Mouse\Pointers and switch Off mouse trails.
 
It sounds like "mouse trails" are turned on in the Mouse sub-section of the
Control Panel.
