problem with my friend's new lcd screen from philips

ok my friend has got a problem ,
he has an lcd 19" philips 190s6 (8ms, 1280x1024 resolution 6
hz)
he had some old 14 " crt monitor ( really crap , so he bough
this lcd screen , or ok , he got it for free , but ok lets get to th
problem ,
when he is moving his mouse ,or just moves something , he gets thi
effect , like you see the object still moving behind , like when you
moving your mouse really quickely (ok my english sucks here ) , but i
is really enoying its a little bit exagerated (and when he is playin
fifa 06 the players give this effect also )

anyone knows what this problem could be ?

the problem is so enoying he must play two metre behind his screen s
you would see it less

oh yeah , maybe the problem is his video card , an fx5200 128mb
maybe thats causing the problem or is it the screen

Sounds like his 8ms monitor is more like 28ms. Slow LCD's do just what you
say.

It doesn't happen on the CRT monitors does it? If so, there is an option in
the Mouse control panel for "mouse trails".
 
it really is 8ms and the configuration of his mouse settings are ok
at a black background you see it flicke
