Problem with mouse over on website

I am new to front page and created a website that I am having problems with
my mouse over functions. When the website is viewed on the internet, there
are certain sections of the home page that when the mouse goes over them, it
changes from an arrow to a cross-hair. There is nothing there to click on so
I am confused as to why it is doing this. It makes it looks like there is
something to click on when there is not. Can anyone help me reconfigure
this??

Moving the mouse over plain text normally changes the cursor to an I
shape, arrows indicate an empty area or an image.
