Problem with language of keyboard

I have a German notebook. I have now installed the Windows Vista in
portuguese. The problem is that, when I go to change the keyboard layout to
German, Windows does not give this language as an option. In the keyboard
layout options there are just English and Portuguese. As the german keyboard
is very different from these 2, I am having serious trouble using it in the
wrong language.

Does anybody know how to insert a new language in the list of keyboard
layout possibilities?

I have not done anything with internationalization of my USA computers using
US-English, other than occasionally allowing the automated installation of
fonts when viewing foreign web pages. So here is my guess at something that
may help you:
