A buddy of mine cannot access secure sites from his laptop that require
log-on info (i.e. bank of America). He has this problem when trying to access
any secure site. He can browse the internet just fine otherwise. The settings
seem to be normal (although I am not an IE expert and the laptop is out of
town at the moment). He contacted BOA and they do not think it is on their
end as he can access their site and other secure sites from his home PC just
fine. He gets an error that states the page cannot be displayed. Any thoughts
or assistance would be great! Thx!

He may be using a popup blocker that is blocking the login popup.

Make sure his firewall is not blocking port 443.

Go to Start | Run and enter these commans (press <Enter after each one).
