Problem with IE ver 6

I am having a problem with my Internet Explorer for Windows XP. Every time I start up my IE, it takes me to www.safetyuptodate.com (85.255.117.51). My IE has msn.com as my home page, but this page keeps coming up. I have run my Norton Internet Security 2006 to check for viruses and spyware. I have also run Microsoft Defender and Microsoft Windows Malicious Software Removal Tool, but both have not found anything. I also checked my registry for safetyuptodate and the IP address, but have not found anything. Does anyone have any suggestions before I format my hard drive?? Any help would be
