Matt,
You may need to clear your TIF as you may have a corrupt file there.
Close all instances of OE and IE
Control Panel | Internet Options | General tab
Click the "Delete Files" button, when prompted place a check in:
"Delete all offline content", click OK
Click the "Clear History" button, click OK.
Click the Settings button, adjust the TIF size to 50 mb, click OK

I have this same issue.
The "new window" will open. But no page will load.
Then where you should see the page content the screen wont
refresh so say whatever was on the screen before the new
window opened can still be seen.
Odd thing is the actual Ie window does open just seems
like content isnt passed to it. I can click the "Stop"
button and it will stop and say page couldnt be displayed
and then use refresh to get the correct page to display.
Very odd.
