Problem with downloading programs.

When I try to download a program by left clicking on the
download link, IE displays a blank page with a small white
square icon in the upper left hand corner of the page.
Within the icon is a red square, a blue triangle and a
blue sphere. Left clicking or right clicking on the icon
does nothing. The only way I can download a program is to
right click on the download link and click on "Save Target
As." Does anyone have any ideas on how to fix this?
 
If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.
