Remove the "NoControlPanel" value.
In any case, in order to enable the Display Icon in Control Panel, I suggest you visit MS-MVP Kelly's website at
http://www.kellys-korner-xp.com/xp_tweaks.htm
Note the instructions at the top of the page,
then scroll down to line 203,
(Restore Display Icon in Control Panel)
Right-click the hyperlink, then click | Save Target As |
to download the file, "displayrestore.reg",
then double-click the file and follow the prompts.
