Problem with banner and link bar

For some reason the banner and link bar displays
completely different when it is downloaded compared to
what I see in Frontpage. But also sometimes in Frontpage
it seems to go its own ways. Sometimes it works -
sometimes not - sometimes some pages are ok and others are
not ? Any explanation for this ? I am going nuts !
