Problem with ATI 9800 Pro

Got a new card today. What does it mean when the card will only display
mixed up letters and a lot of dots and dashes. I can read only every third
letter.

I am returning it to the seller, and have replaced with a slower ATI card
that works fine.

Comments would be appreciated.

It means it is busted.
