Problem with accessing files

I have a user using Excel 2003 on Windows Xp pro. When he opens an Excel
file the message "Excel cannot access the 'file name here'. The document
maybe read-only or encrypted." If I make him a power user the message does
not appear. We do not want anyone to have install permisisons so we do not
want him to be a power user. Any suggestion?

You may want to post a few more details.

Was the user ever able to open the file?
Did they use xl2003 and WinXP then?
Is the file stored on a shared network drive or the local harddrive?

All of a sudden a number of my Excel 2000 files have become "read-only".
Clear out c:\windows\temp directory on the machine that houses the files,
then reboot.

But the user is still able to open the files.

(You may want to try that suggestion just to see if it helps.)
 
The user was able to open the files, the user is using xl2003 on Windows XP
pro, the problem is with files on the local harddrive and on shared network
drives.
 
Did you try the fix at Debra's site?

I don't use windowsXP, but I've heard that there are permissions that can be set
even on the local harddrive.

I don't know enough about it to say if there's a setting between user and
superuser that you could use.

Maybe someone who uses winXP can jump in. If no one does, maybe a trip to the
windowsXP newsgroup will reap benefits for you.

I gave the user all but full control permissions on the hard drive and he
doesn't get the error, but it we have another machine that with the same
setup that we didn't have to do anything to. I have posted it a WindowsXp
newsgroup and have not had any hits yet. So basically we have a band aid
for the time being.
