Problem with a select query in Access 2003

Hello all,
I have a table that I need to pull certain fields from. My criteria are
centered around fields for State, County, and Township. I have the criteria
set to pull only fields with a value in the State and County fields unless a
township is entered. When a township is entered, I want the query to pull
only the records with that township listed in the township field. Right now,
when a Township is entered, the query pulls all records with that Township
value, and also all records with a null value in the field. Any help with
fixing this problem would be appreciated.
