Have you check the way you set up your scopes? Looks like
both DHCP servers are on the same network so I am assuming
that they are for load balancing / redundancy ...
Something like this may help ...
Split the scope as you require (1/2 or 1/3) set up two
scopes on each DHCP server, activate the first scope on
the first server and the second scope on the second
server. Leave the other scopes deactivated ...
