Problem wiith page files under XP

I have installed Windows XP pro over Windows 2000
All is working fine except that the system cannot create page files.
Several disks Fat32 and NFTS have plenty of free space.
Register key : Pagingfiles in MemoryManagement contains the good parameters
but pagefiles are not created.
I add total control acces to all disks for SYSTEM, Administrator, curent user, but no succes.
In system events I get error messages during boot for all disk , like this :

512 MB of main memory is not sufficient to work with some applications like Premiere.
