Problem when when turning on

every time I start my computer my screen goes white. some times it goes away but most of the time it doesn't. try to restore, nothing. i put all of my graphic options on default, nothing. did any body got a same or similar problem?

I am using
Vista Home Premium
 
Don't have another monitor on hand. I read articles that monitor could be at fault. So, as soon i will get my hands on second monitor I will find out. thanks for advice.
