Problem when computer turns back on..

Recently, whenever my computer shuts off, it gets stuck at a "black screen"
(right after the Windows XP loading screen)

and the black screen remains for about 20-30 minutes before it goes to the
"blue screen" which says: "welcome" or whatever, where I need to login to put
my password.

Now after I imput my password to login to my admin account, the screen goes
to the desktop....and stays at the desktop, I can't see any of my icons or
the start bar, just the wall paper.

What's going on here? Please help. I've tried erasing the whole comp's
memory (system restore) but it didn't fix the problem.

Chk the xp power settings in control-panel,look for "shut down pc when
shutoff button pressed" or similiar.Also,99.9% of the time,one selects shut
off
pc,but at shutdown,pc restarts itself,usually this is caused by a hardware
conflict.Maybe uninstall add-on items & locate/terminate problem.
 
Log on by pressing F8 at the black screen to enter Safe Mode, and use the
default "Administrator" account to create a new user. You can copy the old
settings from the old account.

But I mean, is there a specific thing that can fix it,

is it a specific thing that's causing this, like a virus..or something?

Cause I don't see how this can be happening when I completely wiped the
computer clean.
 
When you say that you completely wiped it, did you format and reinstall XP?

Are you shutting it down, or starting it up?

System Restore does not erase the whole computer's memory.

Try the suggested "safe mode" solution.
