Problem when computer starts

On the computer it loads up and asks which user you want to use. But no matter which one you pick it starts to load but it loads the blue backgroud but no icons or start button. The problem started yesterday. Everyone was gone for a week and it was not used and it worked before everyone left it had icons and worked correctly, but when we got back it had this problem. Does anyone have any idea how to fix this.

It still did not work. When you start the task bar is not even shown at the bottom.
