Problem when app needs to modify registry

I'm having a problem installing an application that needs to modify the
registry. The error I'm getting is that the app needs admin rights to
install. My login has admin rights. The fix they suggest is to go to the
registry and give "full control" permission for certain branches of the
tree. This has not worked. There is something blocking this app from getting
at the registry.

I have seen this before on another machine; I eventually had to do a full
operating system reinstall and go back to SP1. Nothing else worked.

On this particular machine, I have not had this problem until recently. The
only relevant change I can think of is that I had the machine join a domain,
and somehow a firewall got installed and turned on. I took the machine off
the domain and disabled the firewall, but I'm guessing that that process
also put some restrictions on the registry.

What else can I try here?

I fixed the problem. Right-click the icon, Properties/Compatibility/Run this
program in Windows 2000 compatibility mode.
