Every time I restart my computer, windows gives a message
that it has found a new device. The printer works fine.
Can I stop it from finding new hardware everytime I
restart the computer?

There is a Microsoft help page that explains this constant "new hardware found" problem, and how to resolve it. It even mentions the HP deskjet products by name. It dealt with the plug-n-play process assigning names to the devices. I saw the page once, but can't find it again. I have the same problem, but I have an older PC withoit the EPP Bios option, so I need a different solution.
