Problem viewing received faxes

When I receive and doubleclick a fax in the Windows fax
console to open it, Adobe Photoshop Elements
automatically opens and only the first page of the fax is
displayed. I've been told that it should open Microsoft's
fax viewer, and I will be able to view multiple pages.
I've looked for a way to change the settings, but can't
find it. Any ideas on how to do this? Thanks.
 
Most often this problem arises because some other imaging application that
you installed has set itself as the default viewer for TIF files. To view
faxes from the Fax Console, the Windows Imaging and Fax viewer must be your
default viewer for TIF files. You can easily restore that setting in Windows
Explorer > Folder Options. File Types. For most users the command line
should read:

"rundll32.exe <drive>:\WINDOWS\system32\shimgvw.dll,ImageView_Fullscreen %1"
 
Find the file you wish to view outside of the Windows fax console (any TIF
file will do). Right click on this file and select Choose Program from the
menu. What you want is Windows Picture and Fax Viewer. Select it but also
put a checkmark on the box that says "Always use the selected program to
open this kind of file". That's it. Do not just select the Windows Picture
and Fax Viewer from the first menu because that will only use that program
one time only.
 
Here's what I would try. Find out where the
fax 'attachments' are being stored on your PC. Navigate
there through Windows Explorer. Right-click on one of the
attachments and try Open With> and at the bottom it may
say Choose a Program, unless Fax Viewer is one of the
immediate choices. If it isn't go to CHoose a Program,
look for Fax Viewer, and select it. You will most likely
want to check the box for Always use this Program to Open
this type of attachment or words to that effect. Then
