Problem reinstalling XP

I have done a reformat of my drive and now I'm trying to reinstall XP.
Everything works fine until I get to the end user license agreement. I push
F8 to agree and nothing happens, it just sits there. I can Cancel so I know
it's not locked up.
Help Please

Press the F-Lock key on your keyboard to enable F8 at the point where it
asks for it..
