problem opening a web site

actually i am not very sure what is the problem but hope to seek solution who
experience the same.
my IE can go any other websites except this one "http://www.yahoo.com.tw" at
home, but i can access the same website other PC in office without problem.
I even reinstall WindowsXP Pro at homw but still the same.

Is this my ISP problem ??
my IE been hijack ?? (there are popups when i first open IE)
Virus ??
Firewall ??

Please advise what else can I do to solve this one.

Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types.
If HOSTS exists, rename it to HOSTS.OLD
Reboot an try again.

Or, In a Cmd window, enter
ipconfig /flushdns
then clear your TIF also, and re-boot.
