Problem on Vs.net 2003

Hi,
I installed the 2003 version and it works. When I try to produce a
WebService I received a message that the server is not running the asp.net
1.1 and I used the aspnet_regiis.exe /i utility.
Finally it works but when I reboot the system I'm not able to run a windows
application... the executable not run and the devenv seems to be locked.
IIS is locked too. I had re-install IIS and all worked but now the same
problem.
Some suggestions?

Just curiously, you run web service on another computer, or on your own
computer.

On my own computer with windows XP pro.
I work at home so I can't have a big structure...
