Problem maintaining a desktop theme after reboot

Win XP Home. Second hand refurbished Dell desktop machine, just bought
for a second family machine, with a new DELL OEM XP Home installation. I
have been setting it up with some basic apps for the other members of
the family.
Two other users and me with an administrator account (in addition to the
default administrator)

I am setting up things via the Administrator account, and have run into
a problem with trying to set up a desktop/Theme using the Windows XP
appearance and a customised wallpaper. The theme survives logoff and
logon but if I do a cold reboot, then it reverts to the old Windows
"classic theme" with grey menu bars etc. which I don't want.

I have tried saving my theme as a named theme but that doesn't prevent
it disappearing on reboot.

If I turn off Themes in Services, then I get Windows Classic anyway
which I don't want.

How can I make my desired XP theme stick past a reboot please? I want to
be able to have the XP appearance and a customised wallpaper, different
wallpaper for each user.

I've been using XP for a while on my main machine which I use for work,
and never seen this problem.
All help appreciated, thanks in advance.

yes - it is set to automatic. I have tried changing that to manual and
going through the process again. Doesn't seem to make any difference - I
still get the Classic theme on a reboot, and when I try to change it
back it then tells me the themes service is off, and I have to start it
again. So I start it, select the theme I want and reboot, and then
classic returns.

I think I may have cracked it - I have changed the video display
settings to 32 bit and rebooted with NO reversion to classic theme. I
saw reference to video cards on some other forums about this, and
remembered I had changed the video display to 16 bit to get a little bit
of extra zip out of the machine. So I changed it back to 32 and hey
presto - problem solved.
I then reset themes to automatic, saved my desired theme and applied it,
and rebooted - all seems fine now.
Thank you for pointing me to "services" which I didn't know existed! I
will eventually beat this machine into submission and get it the way I
want it. Many thanks for the pointers.
