Problem indenting in an outline

Help! All of the sudden when I am working on an outline, TAB does not work to indent text and decrease the bullet level (i.e. from an I to an A). Nor does SHIFT+ TAB bring text back to the right and increase the bullet level (i.e. from A back to I). What can I do to fix this?

Example:
I. Simpsons Characters
A. Homer
B. Marge
C. Bart (etc.)
II. Homer
A. Father
B. Works at a nuclear power plant (etc.)
 
Word 2000 and earlier: Tools | Options | Edit: Check the box for "Tabs and
backspace set left indent."

Word 2002 and above: Tools | AutoCorrect Options | AutoFormat As You Type:
Check the box for "Set first- and left-indent with tabs and backspaces."
