Problem formatting floppy disks

I'm trying to store pictures on a floppy disk, but keep receiving message that disk needs to be formatted. It tries to format then comes up unable to complete the format. It does this with everything I try. Does anybody know a way to fix this?Thanks!

A formatted floppy is simply a blank floppy. "Unlock" the floppy so you can
write to it. Otherwise, try another.
