Problem formating a form

I'm trying to create a form in Word 2000 SP-2. I need the form to be one page long. When I create the form, I leave two areas for long text entry. The problem is when the user hits the enter key, it forces the whole form down a line, and on to a second page. Because of the type of info I'm asking for, there is a good chance a user will hit the enter key for a new line. The above actions happen even though I have the form locked. I'm looking to allow them to hit the enter key and get to a new line, without changing the length of the block they are in and making the form too long. Is there a way to keep the form in it original format (one page)? I have tried using text boxes, but they are skipped over when the form is locked and the user can only get to "form" entry areas

The usual approach is to put the text form fields in table cells with Exact
row height. This doesn't prevent users from entering more text than will
fit, but once it starts disappearing, most will have sense enough to stop.
