Problem downloading files

When I try to download a file from ANY webpage I get the
following message:
"Internet Explorer cannot download filename from
web_server.
Internet Explorer was not able to open this Internet site.
The requested site is either unavailable or cannot be
found. Please try again later."

I tried to solve this by installing the Q816868 patch
provided by MS but didn't work.
Does anybody knows what could be happaning? Thank you very
much!
 
This is the very same problem I am having. So far I have
not found a solution. Hopefully someone from MS will see
this post and know what the problem is. I tried the
solution by Henri Leboeuf but it does not work. It looks
like it is web-wide too.

Which OS? Can you try an IE Repair?

Run... (press Win-R and enter:)
rundll32 setupwbv.dll,IE6Maintenance

Note: entry point name is case sensitive. Also, successful completion
of the repair phase occurs in the reboot the command causes so you
might as well shut down all applications and in particular you should disable
any security applications you may have which would interfere with the repair
process during the boot.
