Problem downloading file

When I click an item that has a hyperlink to a site to download the file I
get a blank page with a small icon in the upper left corner. i.e. I click
PM-8600B which is suppose to download a manual for a motherboard. The
hyperlink is http://www.amptron.com/manuals/PM-8600/B/8600MANUAL.zip. IE goes
to http://www.amptron.com and brings up a blank page with only a small icon
in the upper left corner. it never brings up the - OPEN SAVE CANCEL - box for
me to select SAVE and tell where to save it. Ehen I right click on the icon
then click properties it shows the file type is zip and the URL address is
http://www.amptron.com/manuals/PM-8600/B/8600MANUAL.zip.

Can some one tell me how to correct this problem, please.

My OS is Win XP SP2 with IE 6 and all of the latest updtes for each.
